ONC Requests Comment on Stage 3 Meaningful Use

Yesterday, the Office of the National Coordinator for Health Information Technology (ONC) announced a request for public comment on draft recommendations for the Stage 3 of the Meaningful Use Program. Stakeholders are asked to comment on new and revised meaningful use objectives and measures, proposed certification criteria for information exchanges, as well as a series of questions on clinical quality measures, and privacy and security issues.

HHS Issues Regulations on ACA Health Insurance Market Reforms

GAO Report: Medication Needs during Transitions for DOD Servicemembers

Yesterday, the Government Accountability Office (GAO) - the independent, nonpartisan agency that works for Congress - released a report entitled DOD and VA Healthcare: Medication Needs during Transitions May Not Be Managed for All Servicemembers. The GAO was asked by the House Committee on Veteran Affairs to provide information on the process used by the DOD and VA to help servicemembers manage their psychiatric and pain medications during transitions.

CMS Releases Final FY2013 Physician Fee Schedule; New Transitions of Care Payment

Yesterday, the Centers for Medicare & Medicaid Services (CMS) published a final rule that will update payment rates for services furnished by physicians and non-physician practitioners under the Medicare Physician Fee Schedule for 2013. As you know, NTOCC submitted comments on the proposed rule in September in support of a new payment to primary care physicians to furnish non face-to-face “Transitional Care Management” services required to help a patient transition back to the community following a discharge from a hospital or nursing facility.

CMS Announces Participants in Nursing Facility Hospital Readmission Initiative

Today, the Centers for Medicare & Medicaid Services (CMS) announced seven cooperative agreement awards to implement the Initiative to Reduce Avoidable Hospitalizations among Nursing Facility Residents. The Initiative will test models to reduce avoidable and costly hospitalizations among nursing facility residents by funding organizations that provide enhanced on-site services and supports to nursing facility residents.

PCORI Announces New Patient-Centered Research Survey Tool

White House Issues Report Detailing 2013 Sequester Cuts

Last week, a White House report was released detailing the Obama administration's plans to enact deep budget cuts mandated by last year's deficit deal was released today, a week later than originally anticipated. The 394-page report details what will happen next year if Washington fails to act to avert roughly $100 billion automatic defense and domestic spending cuts scheduled to begin on January 2.

CMS Announces Stage 2 Meaningful Use for Health IT Incentive Program

Late last week, the Centers for Medicare and Medicaid Services (CMS) announced a final rule to govern “Stage 2” of the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs. As a reminder, in 2009, Congress passed the Health Information Technology for Economic and Clinical Health (HITECH) Act, setting aside about $30 billion for Medicare and Medicaid incentive payments to qualifying doctors, eligible health care professionals and hospitals that adopt and meaningfully use certified EHR technology to drive improvements in care. Since the program began in January, 2011, more than 120,000 eligible health care professionals and more than 3,300 hospitals have qualified to participate in the program and receive an incentive payment.

CMS Selects 17 Additional Sites for the Community Based Care Transitions Program

Today, the Centers for Medicare and Medicaid Services (CMS) announced 17 additional participants in the Community-based Care Transitions Program. Authorized by the Affordable Care Act, the CCTP provides funding to test models for improving care transitions for high risk Medicare patients by using services to manage patients’ transitions effectively.
